I-5 / SR 526 to Marine View Drive HOV Lane Design-Build Project (City of Everett)

Project Description
Constructs northbound and southbound HOV lanes between SR 526 and the vicinity of Marine View Drive. Constructs northbound and southbound auxiliary lanes between 41st Street and SR 2. Replaces the northbound left hand exit to Broadway with northbound and southbound direct HOV access ramps. Constructs a new northbound right hand exit to Broadway for general purpose traffic. Constructs the I-5/41st Street Single Point Urban Interchange (SPUI).

Recent Progress
Design: Currently 97% complete for the project. Design work has reached substantial completion and design documentation is ready for review by FHWA. Design effort is concentrated on responding to construction Requests For Information (RFI's) and Notice of Design Changes(NDC's). Construction: Currently 69% complete for the project. South segment median work ,south of Lowell Bridge, is continuing with final grading and widening in preparation for this summer's paving. Central segment work continues on completing outside widening of bridges at Lowell, Aqueduct, 41st St. and Smith Ave. North segment work continues on completing outside bridge widenings at 36th, Hewitt, Pacific, US 2 and Everett. OVERALL PROJECT PROGRESS IS 71%

Design Construction Impacts
Design: Design is essentially complete, but construction is continuing to use their expertise to answer RFI's and NDC's. Construction: Erosion control has increased due to wet weather. The Construction schedule has had some weather impacts, but the DB has revised their schedule to accelerate work and obtain additional workforce as necessary. Anticipate the need for several weekend closures for opening 41st St. Interchange ramps and the new bridge to traffic. Continued night closures will be required for girder installation and hauling materials to the construction sites. Ongoing fabrication of the MSE and Noise walls panels.

Environmental Impacts / Compliance
No DOE cited violations, but two Non compliance incidents occurred in this quarter that lead to activaton of the Environmental Compliance Assurance procedures. DOE has inspected the project and erosion control and maintenance issues have been corrected by the Design-Builder.

Impacts to Traffic
Lanes will remain open during peak day time commute hours. Weekend ramp and nighttime lane closures will be required. Expect several lane closures as construction work accelerates this coming summer.
