Quarterly Project Report Update for Quarter Ending March 2006

Project Title & Location
I-5 / SR 526 to Marine View Drive HOV Lane Design-Build Project (City of Everett)

Project Description
Constructs northbound and southbound HOV lanes between SR 526 and the vicinity of Marine View Drive. Constructs northbound and southbound auxiliary lanes between 41st Street and SR 2. Replaces the northbound left hand exit to Broadway with northbound and southbound direct HOV access ramps. Constructs a new northbound right hand exit to Broadway for general purpose traffic. Constructs the I-5/41st Street Single Point Urban Interchange (SPUI).

Recent Progress

Survey: Completed the design/construction survey for the drainage structures at  the 41street  I/C and the I-5 median and miscellaneous topographic mapping.  Geotechnical: Completed drilling for soil boring logs at the south end for NB widening at the median. Roadway: Ongoing paving for the outside widening for SB I5 south of Broadway. Traffic: Shifting NB I-5 lanes and setting concrete barriers along the median work zone area. Substructure work: Completed setting steel and concrete girders for the Broadway Flyover ramp. Completed setting prestressed concrete girders for I5 structure widening at Pacific Ave. Completed drilling shafts for the the noise wall west of SB I5 south of Broadway. 

Design Construction Impacts

Design: Ongoing project design for roadway and bridge structure widening, walls, drainage, construction traffic plans and utility relocations. Environmental Document for the I5/41St Street Interchange in review and approval. Construction: continued on erosion and silt  control fencing, temporary lighting, restriping and setting MSE retaining wall  and noise wall panels. Ongoing work for the new Broadway  Flyover ramp structure include setting girders, forming and placing reinforced debars for the slab. Ongoing preparation work for the I-5 structures widening north of Broadway at the median. Start drilling shafts for the I5 structure widening near BNSF tracks north of Broadway. Ongoing fabrication of the MSE and Noise walls panels.  Ongoing design and construction roadway and structure work to meet the new milestone to open the HOV and Auxiliary lanes to traffic no later than December 31st, 2007.

Environmental Impacts / Compliance

Two Non compliance incidents occurred in this quarter that lead to activate the Environmental Compliance Assurance procedures.

Impacts to Traffic

Lanes will remain open during peak commute hours. Weekend ramp and nighttime  lane closures will be required.

Open Broadway Flyover Ramp May 25th, 2006 June 27th, 2006 Complete setting  MSE and Noise Wall Panels. Complete constructing the bridge slab sections and complete NB I-5 cement concrete pavement for the outside shoulder (Lowell Rd. to 41st Street).
Project Design Completion July 10th, 2006 November 15th, 2006 Complete the roadway and structure design of the I-5 roadway widening.  Complete the design of the 41st Street Single Point Urban Interchange (SPUI).
Open New HOV Lane South of Broadway June 13th, 2007  June 11th, 2007 Complete the construction of  MSE and noise walls, drainage, paving, Lowell Rd. overcrossing widening, Main St. Aqueduct structure and Water Quality Facility #1.
Open New HOV Lane North of Broadway December 21st, 2007 February 14th, 2008

Project Team will advance the design for the I-5 structures. Complete the I-5 Median structure widening and roadway work.

Substantial Completion June 29th, 2008 June 29th, 2008 Complete the design and the increase of construction activities with potential for an early milestone completion.
