*Quarterly Project Report Update for Quarter Ending March 2005*

Project Title & Location I-5 / SR 526 to Marine View Drive HOV Lanes (City of Everett)	Project Description Constructs northbound and southbound HOV lanes between SR 526 and the vicinity of Marine View Drive. Constructs northbound and southbound auxiliary lanes between 41st Street and SR 2. Replaces the northbound left hand exit to Broadway with northbound and southbound direct HOV access ramps. Constructs a new northbound right hand exit to Broadway for general purpose traffic. Constructs the I-5/41st Street Single Point Urban Interchange (SPUI).
Contractor/Consultant Project is advertised but not awarded.
Recent Progress - FHWA approved and signed the project's environmental documentation (finding of no significant impact - FONSI) on November 10, 2004. - FHWA approved the Access Point Decision Report (APDR) on November 18, 2004. - Request for Proposals (RFP) advertisement was accelerated to December 1, 2004 to give Design-Build teams an entire 2005 construction season to work. If the contractor begins construction as early as May 2005 the new lanes could be open to drivers by Fall 2008 or as early as Fall 2007. This will require the advancement of $4.0 Million in construction funds in the 03-05 Biennium. - Four pre-qualified design-build teams were short-listed on November 12, 2004. These teams will have the opportunity to submit proposals and a bid for design and construction work to build the project. The Request for Proposals (RFP) was published on Dec. 1, 2004. The winning proposal is expected to be awarded by April 2005.
Design Construction Impacts Identify outstanding issues and develop a plan for completing this project using design-build delivery method. Issues to be addressed include: obtaining permits before May 2005 and completing the acquisition of easements and critical right of way before Nov. 2005.
Environmental Impacts / Compliance An Environmental Assessment was approved Nov. 10, 2004. All new and existing storm water will be treated to improve water quality.	Impacts to Traffic Existing lanes will remain open during construction for peak commute hours. Shoulders and lanes will be narrowed. Weekend ramp and nighttime lane closures will be required.

Hydraulic project approval	Jan. 2005	Jan. 12, 2005	The project's hydraulic plan, approved by the Dept. of Fish and Wildlife, will assure measures are taken to protect fish and their habitat during construction.
Request for Proposals and Access Point Decision Report	Nov. 2004	published Dec. 1, 2004 and APDR approved on Nov. 18, 2004	Request for Proposal (RFP) was sent to four pre-qualified design-build teams on Dec. 1, 2004. Winning proposal is expected to be awarded by April 2005. Access Point Decision Report (APDR) was approved and signed by FHWA.
Environmental Documentation	Nov 2004	Nov. 10, 2004	Environmental Assessment was signed and issued on Sept. 8, 2004. Biological Assessment was approved. FONSI (finding of no significant impact) was approved and signed by FHWA on Nov. 10, 2004.
