Quarterly Project Report Update for Quarter Ending March 2004

Project Title & Location
I-5 / SR 526 to Marine View Drive HOV Lanes (City of Everett)

Project Description
Constructs northbound and southbound HOV lanes between SR 526 and the vicinity of Marine View Drive. Constructs northbound and southbound auxiliary lanes between 41st Street and SR 2. Replaces the northbound left hand exit to Broadway with northbound and southbound direct HOV access ramps. Constructs a new northbound right hand exit to Broadway for general purpose traffic. Constructs the I-5/41st Street Single Point Urban Interchange (SPUI).

Recent Progress

Obtained approval from the Department of Ecology on a drainage concept that minimizes the impacts to private property by treating the storm water next to the Snohomish River.

Attended a neighborhood meeting in Lowell to discuss the project and answer questions.

Finishing surveying the project and starting to locate underground utilities.

Completing negotiations with an engineering consultant to accelerate the project design so construction can be completed before the 2010 Winter Olympics.

Design Construction Impacts

Looking for the opportunity to advance the construction start date.  This requires approval to advance R/W and construction funds.  It is possible to advertise this project by July 2005 using Design/Build and March 2006 using Design/Bid/Build (traditional) construction methods.  Both construction methods could open the HOV lanes before the 2010 Winter Olympics.

Worked to establish a joint storm water treatment facility with the City of Everett along the bank of the Snohomish River.  The major benefit of this location is eliminating the need to purchase private homes for the treatment of storm water.  Received approval from the Department of Ecology in December of 2003.

Developing plans to improve the drainage system on the Lowell hillside.  This hillside has a lot of water seeping out of it and several drain pipes have been installed over the decades to collect this water.  The existing drainage system needs is in need of repair.  A recent landslide, which was the result of a pipe breaking, confirms the need to update this drainage system.

Environmental Impacts / Compliance
An Environmental Assessment is being prepared and approval is anticipated by summer of 2004.  All new and existing stormwater will be treated.

Impacts to Traffic

All existing lanes will remain open to during construction.  Shoulders and lanes will be narrowed.  Weekend ramp closures may be required.
