Project Title & Location
I-5 / SR 526 to Marine View Drive HOV Lane Design-Build Project (City of Everett)

Project Description
Constructs northbound and southbound HOV lanes between SR 526 and the vicinity of Marine View Drive. Constructs northbound and southbound auxiliary lanes between 41st Street and SR 2. Replaces the northbound left hand exit to Broadway with northbound and southbound direct HOV access ramps. Constructs a new northbound right hand exit to Broadway for general purpose traffic. Constructs the I-5/41st Street Single Point Urban Interchange (SPUI).

Recent Progress
WSDOT competitively selected Guy F. Atkinson and CH2M Hill on May 3, 2005 to deliver this important improvement project. The contract was officially executed on May 3, 2005 and the contractor received the official notice to proceed with the project on May 31, 2005. In June 2005, the design-build team and WSDOT staff will move to a co-located office in Everett to continue designing the project. Construction will begin Sept. 2005.

Design Construction Impacts
WSDOT, in partnership with Atkinson-CH2M Hill, will identify outstanding issues and develop a plan for delivering this project using the design-build method. Design staff are working to complete easement acquisition and critical right of way before Dec. 2005.

Environmental Impacts / Compliance
An Environmental Assessment was approved by FHWA on Nov. 10, 2004.  All new and existing storm water will be treated to improve water quality.

Impacts to Traffic
Drivers will begin to see construction activity in early September 2005. Lanes will remain open during peak commute hours.  Weekend ramp and nighttime lane closures will be required.

Right of Way Acquisition Dec. 2005 Project team is on track to meet scheduled date.
Design Begins/Construction Starts June 2005/Sept.2005 The Legislature approved accelerating construction funding to keep the project on-track for completion before the 2010 Winter Olympic Games. The Design-Builder's will begin construction in early Sept. 2005.
Hydraulic Project Approval  Jan. 2005  Jan. 12, 2005 The hydraulic plan, approved by the Dept. of Fish and Wildlife, will protect fish & habitat during construction. 
Access Point Decision Report Nov.  2004 Nov. 18, 2004

Access Point Decision Report (APDR) was approved and signed by FHWA.

Environmental Documentation Nov 2004 Nov. 10, 2004 Environmental Assessment was signed and issued on Sept. 8, 2004. FONSI was approved and signed by FHWA on Nov. 10, 2004.
