Quarterly Project Report Update for Quarter Ending June 2004

Project Title & Location
I-5 / SR 526 to Marine View Drive HOV Lanes (City of Everett)

Project Description
Constructs northbound and southbound HOV lanes between SR 526 and the vicinity of Marine View Drive. Constructs northbound and southbound auxiliary lanes between 41st Street and SR 2. Replaces the northbound left hand exit to Broadway with northbound and southbound direct HOV access ramps. Constructs a new northbound right hand exit to Broadway for general purpose traffic. Constructs the I-5/41st Street Single Point Urban Interchange (SPUI).

Recent Progress
The legislature accelerated the timeline for the project in its 2004 supplemental transportation budget so construction can be completed before the 2010 Winter Olympics.  To meet this objective, the department decided to competitively select a single contractor to both design and build the project.  The project office is working with the consultant on a revised/reduced scope of existing Consultant agreements (environmental assessment and design file) to meet the needs of the selected design/build approach.  Completed level "B" subsurface utility exploration and identified areas for level "A" exploration.  A hydraulic report package was prepared to fix and upgrade the Lowell hillside drainage and submitted for region review.  The hillside has seepage problems, and drainage systems installed over the decades need to be repaired and upgraded.  A water quality facility report was prepared to recommend optimum site locations/associated risks and submitted for region review.  A draft biological assessment has been prepared and is currently under review by USFWS and NMFS.  A draft storm water discipline report has been prepared and submitted for region/consultant review.

Design Construction Impacts
Identifying outstanding issues and developing the plan for completing this project using Design/Build.  A public information plan will be developed as part of this effort.  For the purpose of acquiring airspace lease/construction easement for structures going over railroad tracks, a level of design detail, beyond just conceptual plans (70%) is traditionally required by the railroad company.

Environmental Impacts / Compliance
An Environmental Assessment is being prepared and approval is anticipated by summer of 2004.  All new and existing stormwater will be treated for water quality.

Impacts to Traffic
All existing lanes will remain open during construction.  Shoulders and lanes will be narrowed.  Weekend ramp closures may be required.
