I-5 / SR 526 to Marine View Drive HOV Lane Design-Build Project (City of Everett)

Project Description
Constructs northbound and southbound HOV lanes between SR 526 and the vicinity of Marine View Drive. Constructs northbound and southbound auxiliary lanes between 41st Street and SR 2. Replaces the northbound left hand exit to Broadway with northbound and southbound direct HOV access ramps. Constructs a new northbound right hand exit to Broadway for general purpose traffic. Constructs the I-5/41st Street Single Point Urban Interchange (SPUI).

Recent Progress
Design: Currently 95% complete for the project. Design work has reached substantial completion. Minor design elements remain for electrical and retaining walls (S11). Effort is concentrated on responding to RFI's and NDC's from field engineers. Final design documentation is being prepared for review. Construction: Currently 61% complete for the project. South segment work continued with grading and widening. Anticipate traffic switch in Spring 2007. Central segment work continues on superstructures for Lowell Bridge, Aqueduct Bridge, 41st St. Bridge, and Smith Ave. Bridge. North segment work continues on 36th Bridge over the BNSF railroad and US 2 Bridge widenings.

Design Construction Impacts
Design: Design effort has been concentrated on answering field questions from RFI's and NDC's. Completion of design documentation has been delay, but is not expected to impact the project schedule. Construction: Erosion control efforts were increased due to heavy rain, snow and wind impacts this quarter. Construction schedule has been impacted and Design-Builder is looking for extended weekend work as a means of schedule recovery. Anticipate several weekend closures needed next quarter to complete critical construction work. Anticipate continued night time lane closures with detours for bridge girder placements.

Environmental Impacts / Compliance
No DOE cited violations, but thirteen Non compliance incidents occurred in this quarter. DOE has inspected the project and erosion control corrections and maintenance are being addressed by the Design-Builder. Heavy rain, snow and wind have impacted the project.

Impacts to Traffic
Lanes will remain open during peak commute hours. Weekend ramp and nighttime lane closures will be required.
