I-5/Grand Mound to Maytown Stage One -Add Lanes (Thurston County)

Project Description
This project widens I-5 from Grand Mound (US 12 West I/C) to Maytown by adding one lane in each direction. The work includes flattening an existing freeway curve, improving the Grand Mound and Maytown interchange ramps, and improving Rest Area ramps. There are currently four lanes. There will be six lanes when this project is completed.

Recent Progress
The Plan for Approval is back from 3rd review;  comments are being processed.  Deviations are complete. Final revisions to the Type A Hydraulic report are near complete.  A draft set of PS&E is complete and undergoing in-house review. Bridge design and bridge PS&E substantially complete.  Signal, illumination, and sign structure foundation recommendations are complete.  The Ad date was shifted to 12/3/07 to mitigate forecasted schedule risks in PS&E development, environmental permitting, ROW acquistion, and utlities relocation.  The Ad date shift accommodates more comprehensive in-house quality control reviews on PS&E to further minimize cost/ change risks in construction.

Design Construction Impacts
To facilitate construction staging, a temporary bridge will be constructed adjacent to Southbound I-5, over Prairie Creek. This will be done to minimize impact to the traveling public and mitigate construction challenges.

Environmental Impacts / Compliance

This project will have minor wetland impacts.  The project will use wetland bank credits that have been established in the cooridor to mitigate for project impacts.

The fish passage barrier culvert replacement has been eliminated in favor of upgrading with a substantially less costly wall. Following a site inspection, a determination was made that the existing culvert remains serviceable and in excellent condition.

Impacts to Traffic
During construction, nighttime lane closures and daytime width reductions will be necessary.  Bridge replacement will require long term narrowing of lanes and traffic shifts.

Environmental Documentation Complete         August 2, 2006   The Environmental Documentation phase is substantially complete (Jan 07) but remains an open activity to permit changes to the BA as the design is refined.  Work to obtain the necessary permits has begun.
Right of Way Acquisition Complete September 18, 2007   One parcel is needed for stormwater treatment ponds.  Condemnation and stipulated P&U proceedings were initiated in July 07.
Advertisement Date October 1, 2007   Ad date shifted to 12/3/07 to accomodate extended environmental permit application, R/W certification processes, and to support a more thorough QC of the PS&E to control costs in construction.
Operationally Complete December 9, 2009   Likely more than a two season project.
