I-5 / 5th Ave NE to NE 92nd Street Noise Wall Project, Seattle

Project Description
WSDOT has completed major construction work on three noise walls in the Licton Springs and north Green Lake Neighborhoods. Final landscaping will be completed in Fall 2009. WSDOT is also constructing one noise wall along I-5 in the Maple Leaf neighborhood. WSDOT is working with Sound Transit to coordinate construction with the North Link light rail project proposed for the same area. Construction is scheduled to begin Fall 2009.

Recent Progress
Stage 1: Preliminary engineering work for Stage 1 is complete. The project was awarded to Wilder Construction Company in early April. The design team hosted two construction information sessions on June 5 and June 7 and continues to coordinate with neighbors in the form of e-mail, telephone, fliers, and on-site visits to answer questions about the project. Crews started constructing the three new noise walls in late June. Clearing and grubbing along I-5 is complete and crews have started to drill shafts for the noise wall foundations. Construction is currently scheduled to end in spring 2009.

Stage 2: The team met the 60% submittal date for Stage 2 design work on August 20, 2008. In July 2008, the project team conducted a community poll to evaluate the preferences of property owners near the proposed noise wall location. The community poll results showed that the majority of the property owners between NE 85th Street and NE 80th Street (Wall 1-South) within the polling area were not supportive of the proposed noise wall, whereas the property owners north of NE 85th Street (Wall 1-North) were supportive of the wall. Due to the results of the community poll and feedback received from property owners, the project team plans to pursue the further design and construction of Wall 1-North and remove Wall 1-South from the project. Construction of Wall 1-North is scheduled to begin in summer/fall 2009.

Design Construction Impacts
Construction of Stage 1 began in June 2008. The work involves temporary modifications to off-ramps and possible lane restriction on I-5 during night work.

Environmental Impacts / Compliance
The project's resultant noise reduction is beneficial to the surrounding environment and communities.

During construction the contractor will install erosion control measures to contain sediment and debris at the construction site.

Street use permits and noise variances for night time work have been obtained from the City of Seattle.

Impacts to Traffic
The work will involve temporary modifications to off-ramps and possible lane restriction on I-5 during night work.

Operationally Complete September 2010 Major construction on the Stage 2 project is scheduled to be completed in the fall of 2010. Plant establishment will continue for another two years.
