I-5 - 5th Ave. NE to NE 92nd Street Noise Wall

Quarterly Project Report Update for Quarter Ending December 2007

Project Title & Location

I-5 / 5th Ave NE to NE 92nd Street Noise Wall Project, Seattle

Project Description
WSDOT will construct three noise walls (Walls 2, 3, and 4) along the west side of I-5 between 5th Ave NE and NE 92nd St to reduce traffic noise along I-5 in the Licton Springs and north Green Lake neighborhoods. Construction of these walls is scheduled to begin in mid-April 2008. WSDOT is working with Sound Transit to coordinate the design and construction of a noise wall (Wall 1) on the east side of I-5 with the North Link light rail project that is proposed to be built in the same area.

Recent Progress
Preliminary engineering work for Stage 1 is 100% complete. The team also completed new Right of Way plans based on a retracement conducted earlier this year. This has primarily involved incorporating input from the community as to the heights and finish of the walls. The team has also had a great deal of coordination with the neighbors in the form of email, telephone and on-site visits to answer questions about the project.

This project is scheduled to be advertised for construction bids February 11, 2008.

Stage 2 design work will begin soon and the team will continue to coordinate with Sound Transit regarding the North Link Light Rail.

Design Construction Impacts
Construction is expected to begin in late spring/summer of 2008. The work will involve modifications to off-ramps and possible lane restriction on I-5 during night work. Details of these impacts will be finalized as plan preparation is completed.

Environmental Impacts / Compliance
The project's resultant noise reduction is beneficial to the surrounding environment and communities.

During construction the contractor will install erosion control measures to contain sediment and debris at the construction site.

Requests for noise variances for night time work have been submitted to the City of Seattle.

Impacts to Traffic
The work will involve modifications to off-ramps and possible lane restriction on I-5 during night work. Details of these impacts will be finalized as plan preparation is completed.
