*Quarterly Project Report Update for Quarter Ending June 2005*

Project Title & Location I-5/Second Street Bridge - Replace Bridge - Mount Vernon	Project Description This project replaces a low-clearance bridge over I-5, eliminating a through-city detour now required for over-height trucks. The new bridge eliminates the risk of over-height trucks hitting the bridge over busy I-5 and will meet seismic standards.
Contractor/Consultant Project was awarded to Mowat Construction on June 1 for 2% over engineers estimate.
Recent Progress The project is roughly 85% complete. The Contractor has built all of the 6 spans that make up the new bridge and has completed 80% of the pedestrian barrier. The west approach in the downtown area is 95% complete with the final lift of paving remaining. The east approach is 75% complete with sidewalks and paving remaining. Work on reconstructing SR536 will be finished in early November with sidewalks, drainage and asphalt.
Design Construction Impacts Traffic lanes have been shifted on SR536 under the new bridge to accommodate construction of the new drainage system. Traffic lane shifts on I-5 under the new bridge will stay in place until the new bridge is open to traffic this fall.
Environmental Impacts / Compliance The Contractor discovered contaminated soils while installing a manhole. Test showed the soil was contaminated but not hazardous. The drainage structure has been installed and the costs associated with addressing the contaminated soils are being determined.	Impacts to Traffic Traffic will be detoured through Mount Vernon at night when full directional closure of I-5 is required (Contractor has used 7 of the 23, I-5 closures allowed in the contract). Mitigation efforts include a comprehensive public awareness campaign. The next I-5 closures will occur this fall to remove the forms over I-5. The forms are being used to build the new bridge.
