Several design errors were found that involved the actual field survey data not matching the plan data. WSDOT construction staff identified these errors very early on and a no-cost change order was written to correct the problems before any work had been started on the project. Frequent project meetings were held which provided the opportunity for issues to be discussed openly, and solutions found, before they became a schedule or cost problem. There were 16.5 working days charged to the contract before any work was started. This, along with several other days with no work being done, caused a very tight schedule at the end of the project with several subcontractors having to work in the same areas at the same time.

This project, located on US 395 in the King City area of Pasco, replaces an existing signalized intersection at Hillsboro Street with a new partial-cloverleaf interchange. The new interchange is located about 825 feet north at Kartchner Street, minimizing impacts to traffic and area businesses during the construction.
The interchange and ramps were constructed of Portland Cement concrete pavement to withstand the high volume of truck traffic in the area generated by the Port of Pasco. This will minimize the amount of roadway maintenance needed, translating to less traffic and business disruption in the future. The new interchange will allow much needed access for future development of Pasco’s commercial area. It allows easier and safer highway access to the area as well as added safety for those traveling through on US 395.
Construction Summary
The construction of this project went very well. The contractor’s team and WSDOT’s delivered a quality project. Regularly scheduled project meetings were held to discuss any current or upcoming issues so that there were no surprises on the job. There were several existing businesses in the area that were impacted by this project, including a busy fast-food restaurant and a truck stop. WSDOT and the contractor worked very closely with these businesses, sometimes on a daily basis, to provide as much access as possible during construction. Weekly construction updates were provided on the WSDOT web site to keep the public informed of current construction activities.
