I-90 - Harvard Road Interchange Westbound Ramp Revisions

Schedule: Good Work was completed on time.
Cost: Good Engineer's estimate: $1,692,122
Contractor's bid amount: $1,396,096
Anticipated final payment: $1,320,000
The difference between the engineer's estimate and the bid amount was the result of savings anticipated in the winning contractor's bid. These savings were based on efficiencies identified by the contractor from minimizing material hauling operations to and from the site.

Residential, commercial, and industrial growth within the new city of Liberty Lake has created traffic that far exceeded the capacity of the existing Interstate 90 freeway interchange causing backups and delays on the westbound I-90 off-ramp at its intersection with Harvard Road, one of Liberty Lake's main arterials. In addition, traffic coming from Liberty Lake was required to make a left turn across Harvard Road in order to the access the on-ramp for westbound I-90 and head toward Spokane.
The solution was to realign the westbound off- ramp to the north and build a new loop on-ramp from northbound Harvard Road to westbound I-90. This project separated competing traffic movements (westbound to southbound and northbound to westbound), resulting in safer and more efficient movement of people and freight.
A utility conflict delayed construction for three weeks. In retrospect, utility issues could have been more extensively investigated during the design process to avoid this problem. There was, however, excellent coordination between the contractor, S.A Gonzales Construction Inc., the local sewer district, Liberty Lake and its consultant to find and quickly implement a workable, economic solution to the problem.
