This project was not scoped or planned adequately. WSDOT did not fully anticipate the traffic impacts of this project in conjunction with the concurrent SR 529 project. To reduce traffic impacts, WSDOT negotiated with the contractor to compress his work schedule after construction had already begun. While this early completion incentive increased the project cost, it resulted in opening the trestle up to two-way traffic 6.5 days earlier than originally scheduled. Revisions in the traffic detour plan increased costs but provided a reversible lane operation to help reduce traffic impacts. Other cost increases were the result of WSDOT errors in the project plans and unanticipated additional repair work on the bridge deck.

This project repaired and repaved the US 2 Hewitt Avenue Trestle that provides Snohomish County residents a connection to I-5 and a gateway to the city of Everett. Repairs to the underlying deck and paving of the surface of the westbound trestle required a continuous 24-hour closure of one lane of the two-lane bridge.
In order to reduce traffic impacts, WSDOT used a number of innovative traffic operations to help reduce congestion. During the morning peak commute, one lane of westbound traffic was diverted onto the eastbound trestle, with traffic separated by a movable “zipper” barrier. Roving “Road Rangers” were used to immediately remove disabled vehicles from the trestle, and extra Washington State Patrol troopers, city police and flaggers provided traffic control at key intersections.
PCT Construction, the prime contractor, started work on August 1 and had the westbound trestle opened to two-lane traffic by August 20, in time for the Evergreen State Fair in Monroe. An early completion incentive, and favorable weather both contributed to the early completion of this project.
