US 12, Cowiche Creek to I-82 Paving

Contractor’s bid amount: $1,612,110

Final payment: $1,676,360

A variety of items in the contract (for example, mobilization and pavement planing) were contained in the winning bid at slightly lower than the engineer's estimate. The change orders increasing the bid amount by about $64,000 were minor and routine.

his project provided for repair and paving of US 12 between the Cowiche Creek and I-82 Interchange in Yakima County. Prior to this work, the pavement was beginning to break away and potholes had developed in some areas that required extensive patching by maintenance forces. The interchange ramps at 40th Avenue, 16th Avenue and I-82 were also repaved. Other work included upgrading the rail on one bridge, installing approach slabs for three bridges and upgrading lighting, guardrail and pavement markings in areas throughout the project boundaries. Motorists benefit from the project with a safer, rehabilitated roadway surface free of ruts and potholes.

Other notes:
During this project, the contractor, Superior Paving Company, was called upon to perform emergency repairs of a nearby section of highway being threatened by the Naches River. Over time, the river had moved closer and closer to the highway. During the first weeks of spring, above-normal rains and temperatures caused the river twice to reach flood stage. The floodwaters ate away at the highway right-of-way to the point that the guardrail was sitting at the edge of a vertical drop-off. Action by WSDOT’s North Central Region engineers and the contractor saved the highway from a washout by placing rip-rap along the river bank and building redirectional barbs.
