SR 153, Carlton Bridge Repair


Report Card

Schedule: Good
The contract included 80 calendar days to complete the project. The contractor not only completed the work in 77 days, but scheduled crews to work an extra day most weeks to complete the work within the "fish window" time frame of the emergency permit. Good communication between WSDOT and the contractor along with efficient work operations resulted in the project being completed early.

Cost: Fair
Engineer's estimate: $484,508

Contractor's bid amount: $532,459

Final payment: $524,223

The variance from the engineer’s estimate is due to the bidder’s anticipated costs for mobilization to this remote site and for the removal of the damaged sidewalk section of the bridge in this environmentally sensitive area. Completion of work ahead of schedule contributed to the lower final cost by decreasing the need for traffic control.

Work to repair a bridge over the Methow River at Carlton on SR 153 in Okanogan County began in March and finished by early July. The project was scheduled for an early summer start, but the sidewalk failed in late February 2002 forcing an emergency acceleration of bidding and construction. Work included repairing the broken sidewalk, replacing rail, and paving the bridge deck. SR 153 provides a connection between SR 20 at Twisp and US 97 at Pateros. Single-lane traffic was allowed over the bridge throughout construction and was controlled by temporary traffic signals. F.E.Ward, Inc. was the contractor for the project.

The project was completed $8,236 under the contractor's bid amount. Final payments to the contractor were $39,715 over the engineer's estimate for the original bridge deck repair project, but that estimate did not include unanticipated environmental work required to keep the failed sidewalk out of the river during the demolition phase.
