The variance from the engineer's estimate is principally due to lower asphalt costs than expected, and to aggressive bidding by contractors. The final contract value is slightly lower than the bid price because of minor quantity underruns.

This paving project is located in Whitman County on SR 127 near Dusty between milepost 18 and milepost 27. A process called "cold in-place recycling", which grinds up the existing pavement, mixes it with lime and an oil-based product, and is then paved back onto the roadway, was used to save money. Project work was to repair and preserve the pavement and to upgrade safety features to current standards. The results are improved safety and ride for the traveling public and an extended service life of the highway.
This highway is heavily used for agricultural transport during wheat harvest seasons. More extensive communication and cooperation must be done on future projects in this area to identify a "window" when traffic disruptions and impacts on growers and grain elevators can be minimized.
The contractor, Inland Asphalt Company, experienced some scheduling conflicts with the sub-contractor that performed the "cold-in-place" work. This did not impact the total number of working days, but it did affect the timing of the work schedule that was communicated to the public in advance of the project.
