WSF is preparing a State Environmental Policy Act (SEPA) Environmental Impact Statement (EIS)/ National Environmental Policy Act (NEPA) Environmental Assessment (EA) to evaluate proposed improvements to the Bainbridge Island Ferry Terminal. WSF is entering the environmental process for the project beginning with the scoping period which occurred between November 20, 2006 and January 19, 2007.
What is scoping?
Scoping is held early in the life of a project and helps determine the “scope” of issues and alternatives to be studied in the environmental review document. During this period project materials are available for public review and comment. It is also customary to host public scoping open houses for interested public to learn more about the need for the project as well as to review and comment on a range of proposed alternatives.
Alternatives
The project alternatives are an effort to investigate opportunities to improve the Bainbridge Island Ferry Terminal. Solutions to multi-modal circulation, vehicle holding, transit connections and other facility components are combined into alternatives to explore their potential and study their environmental impacts. Elements from different alternatives can be combined into a preferred alternative for the draft environmental document anticipated in 2007. During scoping, the public was encouraged to provide feedback on individual alternative elements, such as the terminal building, “Kiss and Ride,” bicycle facilities and/or pedestrian circulation, etc. The public scoping summary is now available for review.
The following materials were provided for public comment during scoping:
