To preserve the roadways and to improve the driving surface, a Bituminous Surface Treatment (BST), also known as a chip seal, was applied. It is a flexible, protective surface of asphalt emulsion and gravel that is applied to existing or repaired pavement.

The chip-seal layer preserves the underlying roadway structure thus avoiding the high-cost of rebuilding the highway.
Partnerships & Cooperation
WSDOT addresses the concerns of tribal nations using the process outlined in Section 106 of the National Historic Preservation Act and the WSDOT Tribal Consultation Policy adopted in 2003 by the Transportation Commission as part of the WSDOT Centennial Accord Plan.
