This P1 Roadway Preservation project chip seals 238 miles on 10 highways in Adams, Chelan, Douglas, Grant, and Okanogan Counties.

The project is to preserve the integrity and life of the roadway by applying a Bituminous Surface Treatment (BST) seal coat to the existing pavement.

Why is WSDOT chip sealing these sections of highway?
The pavement through these sections is deteriorating and was scheduled for surface restoration before the underlying road structure is damaged, requiring a much more expensive rebuild.

There was no 2013 seal project making 2014's the largest Seal ever constructed in the North Central Region.


The End Result
This 238 mile Chip Seal will help preserve these roadways at a lower cost.

Project Benefits
The highways in the North Central Region are subject to 100 degree + temperatures in the summer and below zero temperatures in the winter. BST seals not only provide a waterproof surface, but a flexible one that resists cracking under these conditions. 

A BST seal lasts an average of six years at a cost of about $40,000 per mile, while a Hot Mix Asphalt surface lasts about 13 years and costs $260,000 per mile.

As well as preserving the roadway, the project also updates safety features including new striping, centerline rumble strips and reflective pavement markers, along with paving several intersections, and addressing ADA (Americans with Disability Act) concerns on SR 155 in the Grand Coulee Area and US 97 in the City of Tonasket.

Project signage will reflect the cost of construction engineering, project bid award and sales tax.

This project was advertised for private contractor bids on Dec. 2. Three qualified bids were opened on Jan. 9. On Jan. 13, 2014, contract #8566 awarded to Central Washington Asphalt for $15,496,657.95, 1.5% over the engineering estimate.
