    5-04 Hot Mix Asphalt - HMA
    (March 17, 2008)
    May be used on all projects. If used, also use APWA 9-03.8(2) and 9-03.8(7) revised specifications.
    This document is intended to be used in lieu of the 2008 5-04 Hot Mix Asphalt specification.

    This specification is not required on all federally funded projects, it is an option that has several advantages over the Standard Specification, for example:

    1. It allows agencies to accept up to 2500 tons of HMA as commercial HMA with a much lower testing frequency than previously required.

    2. A verfied mix design is not required when using this specification, which means smaller paving projects will not be required to pay for mix design verification. The specification allows the production testing to verify the mix, the agency is either getting the product they approved or they are not.

    3. The specification includes the process to calculate a credit if either gradation or compaction testing show you are not getting specification material. This will give agencies a method for determining the Nonconforming Mix Factor (NCMF) and sets a maximum composite pay factor at 1.00.
