Mike Gallop serves as the WSDOT Construction Representative for Construction Administration of Developer and Local Agency Roadway Improvement Projects on State right-of-way. His area of responsibility includes Snohomish, Skagit, Island, San Juan, and Whatcom Counties.
Mike’s duties include the following:
- Conducts routine project site inspections to assure contractor compliance with WSDOT Standard Plans and Specifications.
- Approves/rejects the Contractor's Request for Approval of Materials Sources (RAMS).
- Conducts Pre-Construction Conferences and represents WSDOT in other meetings with Developers, Local Agency Officials, Contractors, Utility Companies, and others regarding construction within the State right-of-way.
- Provides guidance to Developers, Local Agencies, and their Contractors for the satisfactory completion of their construction project.
- Coordinates the activities of other WSDOT Specialists for Developer and Local Agency Construction Projects.
- Coordinates the functions of Consultant Design Engineers, Private Geo-technical Engineers, Private Materials Lab Technicians, and Survey Parties.Conducts Final Project Inspections to determine that projects are satisfactorily completed, then grants Final Acceptance and Surety Bond Release.

Enter parking lot directly south of T-intersection.Our offices are located in the beige 2-story building directly east of the Holiday Inn Express, Suite 101. Park in the gravel parking lot.
