Snohomish County Reviewer Responsibilities

Dawn Anderson reviews development and local agency projects that impact state jurisdiction in Snohomish County. Their duties include SEPA review of land use proposals, Developer Agreements, General Permits and Access Connection Permits.

Mike Gallop serves as the WSDOT Construction Representative for Construction Administration of Developer and Local Agency Roadway Improvement Projects on State right-of-way. His area of responsibility includes Snohomish, Skagit, Island, San Juan, and Whatcom Counties.

Mike’s duties include the following:

  • Conducts routine project site inspections to assure contractor compliance with WSDOT Standard Plans and Specifications.
  • Approves/rejects the Contractor's Request for Approval of Materials Sources (RAMS).
  • Conducts Pre-Construction Conferences and represents WSDOT in other meetings with Developers, Local Agency Officials, Contractors, Utility Companies, and others regarding construction within the State right-of-way.
  • Provides guidance to Developers, Local Agencies, and their Contractors for the satisfactory completion of their construction project.
  • Coordinates the activities of other WSDOT Specialists for Developer and Local Agency Construction Projects.
  • Coordinates the functions of Consultant Design Engineers, Private Geo-technical Engineers, Private Materials Lab Technicians, and Survey Parties.Conducts Final Project Inspections to determine that projects are satisfactorily completed, then grants Final Acceptance and Surety Bond Release.

King County Reviewer Responsibilities

Felix Palisoc reviews development and local agency projects that impact state jurisdictions in King County. Their duties include SEPA review of land use proposals, Developer Agreements, General Permits and Access Connection Permits.

Traveling Southbound on I-5:

Take Exit 230, turn right at stop light onto Hwy 20.
Go to the next light (Nevitt Road) and turn right.
Continue around the curves past Hugo Helmer (large yellow and orange building) & take the 1st driveway on the right.
Make an immediate left and park.
We share the building with Rodda Paint.

Traveling Northbound on I-5:

Take Exit 230, turn left onto SR 20, stay in the left lane.Cross under I-5, and turn left at first signal onto Nevitt Rd.
Continue around the curves past Hugo Helmer (large yellow and orange building) & take the 1st driveway on the right.
Take an immediate left into the parking lot.
We share the building with Rodda Paint.

Visitor Parking:

Visitor Parking:Park on the east side of the MBA HQ office (facing the freeway). If there is no room, please go behind the building to see if there are any open spaces. If not, go to the parking lot between the Holiday Inn Express and the Hugo Helmer Music store. Park on the east side of the Holiday Inn Express parking lot next to their building. If there is no room there, you may park on the north side of the Holiday Inn Express facing Andis Road.Please do not park in front of the Rodda Paint or Hugo Helmer Music store.
