Snohomish County Reviewer Responsibilities

Sandra Kortum, Scott Rodman and Steve Benenati review development and local agency projects that impact state jurisdiction Snohomish County. Their duties include SEPA review of land use proposals, Developer Agreements, General Permits and Access Connection Permits. Their city and highway responsibilities are as follows:

Mike Gallop serves as the WSDOT Construction Representative for Construction Administration of Developer and Local Agency Roadway Improvement Projects on State right-of-way. His area of responsibility includes Snohomish, Skagit, Island, San Juan, and Whatcom Counties.

Mike’s duties include the following:

King County Reviewer Responsibilities

John Sutherland and Felix Palisoc review development and local agency projects that impact state jurisdictions in King County. Their duties include SEPA review of land use proposals, Developer Agreements, General Permits and Access Connection Permits. Their city and highway responsibilities are as follows:

Ed Giraud serves as the WSDOT Construction Representative for Construction Administration of Developer and Local Agency Roadway Improvement Projects on State right-of-way. His area of responsibility includes King County. 

Ed's duties include the following:

• Conducts routine project site inspections to assure contractor compliance with WSDOT Standard Plans and Specifications.
• Approves/rejects the Contractor's Request for Approval of Materials Sources (RAMS).
• Conducts Pre-Construction Conferences and represents WSDOT in other meetings with Developers, Local Agency Officials, Contractors, Utility Companies, and others regarding construction within the State right-of-way.
• Provides guidance to Developers, Local Agencies, and their Contractors for the satisfactory completion of their construction project.
• Coordinates the activities of other WSDOT Specialists for Developer and Local Agency Construction Projects.
• Coordinates the functions of Consultant Design Engineers, Private Geo-technical Engineers, Private Materials Lab Technicians, and Survey Parties.
• Conducts Final Project Inspections to determine that projects are satisfactorily completed, then grants Final Acceptance and Surety Bond Release

John Tellesbo reviews Access Connection permit requests.

Traveling Southbound on I-5:
Use Exit 230. Stay left on off-ramp. Turn left at stop sign onto Goldenrod Road. Go south one block. Enter parking lot directly south of T-intersection.

Traveling Northbound on I-5:
Use Exit 230. Turn left at signal onto SR 20. Stay in left lane. Cross under I-5. Turn left at first signal onto Goldenrod Rd. Go south two blocks. Enter parking lot directly south of T-intersection.

Our offices are located in the beige 2-story building directly east of the Holiday Inn Express, Suite 101. Park in the gravel parking lot.
