Interstate 5 

Bellingham: I-5 – Fairhaven to Slater Interstate Master Plan
We analyzed current and future traffic conditions on I-5 and will make recommendations for improvements to the interstate, including interchanges and connected local roads from Fairhaven Parkway (exit 250) to Slater Road (exit 260) in Whatcom County. The plan will include a list of short- and long-term improvements to address safety problems, help relieve congestion, and increase freight mobility through the year 2035. Improvements will be implemented as funding becomes available. Funding for this project is provided by the 2005 Transportation Partnership Funding Package.

Bellingham: I-5 - 36th Street to Slater Road 
We will repave on ramps and exits, and repair and replace broken concrete panels through Bellingham.

Bellingham to Ferndale:  I-5 - Bakerview Road to Nooksack River Bridge
We will improve the southbound I-5 driving surface for drivers by tieing the concrete panels together and grinding the surface smooth.  We will also install rumble strips in the median and improve the exit ramps at Slater Road.
Driver Information:  Drivers can expect lane closures and delays during construction.

Bellingham to Blaine, and Mt. Vernon:  I-5 - Whatcom County Drainage and Water Quality Improvement
We will build stormwater treatment facilities to treat and clean water running off I-5 and into local streams. This project benefits the environment by providing better storage and treatment for rain water runoff, helping to improve stream water for the fish and wildlife population in the area. Funding for this project is provided by the 2005 Transportation Partnership Funding Package.

Bellingham:  I-5 - Downtown Bellingham On/Off Ramps
We analyzed existing and future conditions at each of the on- and off-ramps between Samish Way and Sunset Avenue through downtown Bellingham. Based on our findings, we will develop a list of potential improvements that will help enhance safety and relieve congestion at these interchanges. The results of our findings will be incorporated into the I-5 - Fairhaven to Slater Interstate Master Plan which will be completed in summer 2008. Crews will then make safety improvements based on the results of the study. Funding for this project is provided by the 2005 Transportation Partnership Funding Package.
Estimated Total Project Cost: $15.3 million to begin safety improvements in the highest priority locations between Samish Way and Sunset Drive.

Blaine: I-5 Blaine Exit Interchange Improvements
The federal government plans to improve and expand the customs facilities at the Interstate 5 Peace Arch border crossing in Blaine. WSDOT will support this effort with improvements to I-5 and the Blaine interchange.

Blaine: I-5; Lynden: SR 539; Sumas: SR 9 - Traffic Detection at Border Crossings, #7346
Crews will install 10 new cameras and traffic detecting equipment at Blaine, Lynden and Sumas. WSDOT will use the new equipment to broadcast information and wait times on roadside signs, radios and the Web, so drivers can choose the quickest route to Canada.

Burlington:  I-5 - SR 11 Interchange, Josh Wilson Road Realignment
We will improve the I-5 and SR 11 interchange, and realign Josh Wilson Road, to help improve safety and relieve congestion. Funding for this project is provided by the 2005 Transportation Partnership Funding Package.

Burlington:  I-5 - Burlington Vicinity Bridges - Seismic Retrofit
We will retrofit the bridge support columns to meet current seismic standards.
Driver Information: This work will be done under the bridge. No traffic slowdowns or closures should occur.

Burlington: I-5 - West View School Noise Wall
We will build a noise wall in front of the West View Elementary School along Interstate 5 in Burlington.
Driver Information: This work will be done off of the roadway and will not impact traffic on I-5.

Conway:  I-5 - Conway to Cook Interstate Master Plan

State Route 9


North of Sedro-Woolley:  SR 9 - Prairie Road to Thunder Creek Realignment and Widening
We will realign and widen the highway, realign the Prairie Road and Martin Road intersections and rebuild one railroad intersection.
Driver Information: Drivers should expect delays due to construction activity and equipment.

State Route 11


Burlington:  SR 11, I-5 Chuckanut Park and Ride
Development of Skagit Transit Authority (SKAT) Chuckanut Park and Ride. We will build a 300 stall park and ride.  It will include bus lanes and a bus shelter. Three transit systems will be linked through this project. Funding for this project is provided by the 2005 Transportation Partnership Funding Package.

State Route 20

Anacortes:  SR 20 - Sharpes Corner Vicinity - Interchange
We will reduce the risk of collisions and provide relief at the Sharpes Corner and Fidalgo Bay Road intersections. We will consider multiple design options. An open house was held in November to discuss current options. See the project page for more details. Funding for this project is provided by the 2005 Transportation Partnership Funding Package.

Burlington:  SR 20 - Fredonia to I-5 Widening
We will improve approximately five miles of SR 20 from the intersection of SR 536 to Interstate 5. SR 20 will be upgraded to a four-lane divided highway by constructing two new lanes to the south of the existing highway. In addition, the on ramps and exits at the SR 20/I-5 interchange will be improved.

Concrete:  SR 20 - Gulch Bridge Replacement
We will replace the existing Gulch Bridge which is located four miles west of Rockport in Skagit County.
Driver Information: There will be delays.  Drivers should plan ahead, leave early and expect delays.

Deception Pass:  SR 20 - Cornet Bay Road to Rosario Road
We will replace historic, outdated guardrail along State Route 20 in Deception Pass State Park with new guardrail that meets current design standards. The new guardrail will retain many of the character-defining features of the old guardrail, including the defining log, rock and mortar bollard appearance. The new guardrail will improve safety and reduce the severity of collisions along SR 20.
Driver Information: Crews will narrow lanes during the day. Expect short, intermittent lane closures at night. This work will take place in the spring and fall.

Deception Pass:  SR 20 - Quiet Cove Road to SR 20 Spur Safety Improvements
We will improve safety and traffic flow along State Route 20, between Sharpes Corner and Meadow Creek. Specifically, we will: widen the lanes and shoulders of the highway; close dangerous intersections; build new left and right turn lanes; level and realign the highway to increase motorists sight distance and safety; and replace an old culvert with a new bridge to improve fish passage.
Driver Information: The speed limit has been reduced to 40 mph through this work zone. Please slow down and use caution. Drivers can expect lane closures and delays through the work zone.

Oak Harbor:  SR 20 - SW Barlow Street to NE Narrows Avenue
We will grind and repave three quarters of a mile of pavement on SR 20, between the vicinity of SW Barlow Street and NE Narrows Avenue. We will also improve this section of roadway to American Disabilities Act (ADA) compliance and replace an unstable sewer pipe.

Oak Harbor:  SR 20 - Libbey Road to Sidney Street, Realignment and Widening
We will reconstruct the Arnold Road intersection by moving the intersection away from the hillside and adding turn lanes. The east and west legs of the Arnold Road intersection will be realigned to improve the intersection angle. In addition, utility poles will be relocated away from the highway, and trees and other roadside obstructions will be removed to create a "clear zone" in case vehicles run off the road.

Oak Harbor:  SR 20 - Sidney Street to Scenic Heights Widening and Realignment
We widened the lanes and shoulders, straightened sharp corners and leveled two hills where visibility was reduced on SR 20. Realigned sections of the highway and improved intersections will increase motorists sight distance and help reduce the number of the collisions.
Driver Information: Crews will come back in the spring to pave the final layer of asphalt. Once paving is finished and new road markings are installed, the project will be complete.

We will resurface the highway from the Clinton Ferry Terminal to the intersection of Bob Galbreath Road to extend the life of the roadway.

Rockport: 
SR 530 - Sauk River CED Bank Erosion
We will move SR 530 away from the Sauk River where they meet, north of Darrington. Flooding has caused repeated damage to the river bank and shoulder along highway. Funding for this project is provided by the 2005 Transportation Partnership Funding Package.

Bellingham: 
SR 539/I-5 Improved Access Project
We analyzed traffic patterns in and around the busy commercial area on Guide Meridian and nearby I-5 interchanges to determine if there are feasible improvements that could be made to help enhance safety, relieve congestion, and improve freight mobility. The results of our finding will be incorporated into the I-5 - Fairhaven to Slater Interstate Master Plan. Other methods for improving access at this interchange will be explored and included in the Master Plan which will be completed in summer 2008. Funding for this project is provided by the 2005 Transportation Partnership Funding Package.

Bellingham:  SR 539 - Horton Road to Ten Mile Road Widening
We will widen the Guide Meridian between Horton Road and Ten Mile Road to four lanes with a two-way turn lane. This will relieve congestion.

Lynden:  SR 539 - Ten Mile Road to Badger Road
We will widen the Guide Meridian from two lanes to four from Ten Mile Road to Lynden, transforming the roadway from a narrow two-lane highway with minimal shoulders into a four-lane highway with wide shoulders. We will build four roundabouts at key intersections to help keep traffic moving.  This will relieve congestion and improve traffic flow and motorists safety. This project is funded by the Washington State Legislature 2003 Transportation Funding Package

State Route 542

Deming:  SR 542 - Britton Road to Coal Creek Bridge Paving
We will pave from milepost 2.98 to milepost 19.27. Safety work (new signs and lane markings) will also be performed.

East of Deming:  SR 542 - Nooksack
This project will address numerous repetitive damage locations along the Nooksack River and its tributaries on SR 542. We will use a combination of road relocations and redirecting the river to prevent further erosion. This work will also improve salmon habitat in the area. Funding for this project is provided by the 2005 Transportation Partnership Funding Package.

Kendall:  SR 542 - Roadside Safety Improvement

Mt. Baker Highway:  SR 542 - Boulder Creek Bridge - Replace Bridge
We will replace the old bridge with a new bridge designed to current WSDOT standards. The new bridge will be taller to protect it from flooding. The wider bridge deck will include a barrier-protected bike and pedestrian path that will connect to the Whatcom County Bay to Baker Trail. Funding for this project is provided by the 2005 Transportation Partnership Funding Package.

Nugents Corner:  SR 542 - Everson Goshen Rd Vicinity to SR 9 Vicinity - Passing Shoulder
We will construct safety improvements along the corridor, including shoulder and intersection improvements, to reduce collisions. Work will include safety improvements to the SR 542 and Smith Road intersection. Funding for this project is provided by the 2005 Transportation Partnership Funding Package.

Bellingham:  SR 542 - Woburn to McLeod - Widening to Four Lanes
This is a city of Bellingham project, that widens SR 542 from Woburn to McLeod to four lanes to help with choke points and congestion. The 2005 Transportation Partnership Funding Package provides $1 million in funding for this project.

Mt. Baker Highway:  SR 542 - Bruce Creek Culvert Replacement and Realignment 
We will replace a culvert at Bruce Creek and remove a fish barrier at Baptist Camp Creek. This project will reduce the risk of water and debris overwhelming the current Bruce Creek culvert and improve fish passage at Baptist Camp Creek.

State Route 543

 
Bellingham:  SR 543/ I-5 to International Boundary Widening 
We dramatically changed and improved Pacific Highway (State Route 543) through Blaine. We reconstructed, lowered and repaved SR 543 from Boblett Street to the U.S. and Canada border. We built a new interchange at D Street and a designated truck lane. The new truck lane lines up with the commercial inspection booths at the border. These improvements will help increase safety, improve freight movement and relieve congestion.
Driver Information: The majority of this project is complete. The designated truck lane and the FAST/NEXUS lanes are open.

Kendall:  SR 547 - Roadside Safety Improvement
Engineers will study roadways and collision data to identify where safety improvements can be made. Crews will install guardrail, remove fixed objects and improve roadsides to reduce collisions and improve safety. Funding for this project is provided by the 2005 Transportation Partnership Funding Package.
Estimated Total Project Cost: We will use $1.3 million to improve safety on both SR 542 and SR 547.

Blaine:  SR 548 - Dakota Creek Bridge Replacement
We will replace the existing Dakota Creek bridge with a new, widened bridge that is safer and pedestrian and bike friendly.
Driver Information: Drivers can expect some slow downs and delays through the work zone.

Begin Construction: Spring 2013
