John MacArthur joins the Washington State Department of Transportation’s aviation division as the Statewide Capital Improvement Program (SCIP) coordinator. MacArthur brings more than 30 years of aviation and project management experience with the military, private sector and, most recently, the federal government. As a defense contractor and federal civil service employee, MacArthur spearheaded the facility planning for moving a Combat Aviation Brigade from Fort Wainwright, Alaska, to Joint Base Lewis-McChord (JBLM). The move brought an additional 1,400 soldiers and 44 helicopters to JBLM.

MacArthur holds a commercial pilot rating and is qualified to fly UH-1 Huey and OH-58 Kiowa helicopters.

MacArthur received a master’s degree in organizational leadership from Chapman University.
