SEATTLE - Five experts in marine vessel procurement have been selected to participate as members of an expert review panel that will advise the Washington State Department of Transportation/Washington State Ferries in the construction of four new 144-car ferries approved by the 2006 Washington State Legislature.
"The panel will provide specific expertise and informed professional judgment to support delivery of high quality vessels to WSF at a fair cost to taxpayers and ferry riders," said Mike Anderson, Washington State Ferries director. "The panel will help WSF identify and overcome project risks and develop contingency plans."
Anderson added, "The panel also will provide outside expertise during the technical proposal, contract bid, and construction contract execution phases of the vessel procurement."
The panel members will bring broad experience and independent perspectives as they work directly with WSF and the Secretary of Transportation.
Panel members are:
James A. Kinghorn, Rear Admiral, USCG (Retired)
Admiral Kinghorn knows vessel procurement, operations, engineering and maintenance, having served as the U.S. Coast Guard's senior field official for all procurements and managing the design and construction of U.S. Coast Guard ships.
Ronald A. Maus, Director, Navigant Consulting
Mr. Maus and his firm specialize in resolving construction and contract disputes through mediation and arbitration. Ron holds a degree in Business Administration (Accounting) from the University of Washington.
Edmund C. Mortimer
Mr. Mortimer served as Vice President and General Manager of the Avondale shipyard, where he supervised ship construction, engineering, material procurement, production and quality assurance. He is a retired Naval Captain and served as an engineering specialist managing numerous shipbuilding projects. He graduated from the U.S. Naval Academy and holds a master's degree in Naval Architecture and Marine Engineering.
Roger B. Horne, Jr., Rear Admiral USN (Retired)
Admiral Horne has extensive experience in design engineering, construction and operating ships and ship systems. He has particular experience in operating shipyards, administering contracts, and constructing, overhauling and inspecting major ship projects. He has served as a Visiting Professor in Ship Construction at the University of Michigan, Department of Naval Architecture and Marine Engineering. He is a graduate of the U.S. Naval Academy and holds master's degree in mechanical engineering from the U.S. Naval Postgraduate School and an MBA from Golden Gate University.
Alan R. Merkle
Mr. Merkle is a construction attorney with the Stoel Rives law firm in Seattle. He advises and represents public owners, engineers, architects, contractors, and equipment manufacturers in a wide variety of government construction and contract matters. He is past chair of the Public Procurement and Private Construction Law Section of the Washington State Bar Association, past board member and Legal Affairs Committee chair of the Associated General Contractors of Washington, and member of the American Bar Association Public Contract Law and Litigation Sections. has an MBA and degrees in Mechanical and Civil Engineering.
