OLYMPIA – Celebrating five years of accountability and performance reporting to the public, the Washington State Department of Transportation (WSDOT) has released its 21st edition of the Gray Notebook: Measures, Markers and Mileposts. This quarterly performance report covers WSDOT’s project delivery record of on-time, on-budget, and on-scope projects, as well as many other transportation programs. The March 31st edition of Measures, Markers and Mileposts covers the first quarter of 2006, and is now available on the WSDOT website: www.wsdot.wa.gov/accountability.
Included in this Gray Notebook are reports on WSDOT’s three capital project delivery programs. This section, designated the Beige Pages, includes a summarized roll-up for Nickel Fund, Transportation Partnership Account (TPA) and Pre-Existing Funds projects. The report shows a combined record of 100% on-time and 94% on-budget delivery for the eight TPA and eight Nickel projects completed to date in the 2005-07 biennium.
Also in this edition, the second annual Trucks, Goods and Freight update provides indicators on the growth of freight movement in Washington State. Following a dip in 2001, freight growth is rebounding across all forms: sea containers, rail cargo, air cargo and truck freight. Freight-dependent industries have experienced an overall growth of 2% in revenues since 2000.
The annual Safety Rest Areas report discusses a new methodology to determine annual visitor numbers at its rest areas. Last year, 21.3 million visitors used the state’s 42 Safety Rest Areas. The 2005 Safety Rest Area Condition Report indicates a slight deterioration in safety rest area facilities, due in part to refinements of the assessment process.
This Gray Notebook presents the annual Post-Winter Report, detailing WSDOT’s efforts to keep Snoqualmie pass open and traffic flowing despite adverse winter conditions. Snowfall for the 2005-06 winter season was nearly 50 inches above average, requiring closures of the mountain pass for over 100 hours this winter.
Finally, the annual update on WSDOT’s Aviation program reports a new project delivery performance measure for its Local Airport Aviation Grant Program. WSDOT will begin tracking on-time and on-budget project delivery on five focus projects, and work with airport sponsors to develop project milestones.
