Congress created two commissions in SAFETEA-LU to study the effectiveness of the federal programs and how they should function in the next bill and how they should be financed. The two Commissions are:

The National Surface Transportation Policy and Revenue Study Commission 

The National Surface Transportation Financing Infrastructure Commission

The Government Accountability Office (GAO) has also studied how the current system is working.
