Out of the $10.0 billion in transportation funds collected during the 2011-13 biennium, WSDOT retains $8.0 billion. The remaining $2.0 billion is distributed to cities, counties, Washington State Patrol, the Office of the Treasurer (for debt service) and other agencies.
