The EEO Compliance/OJT Support Services Program has three (3) core tasks:

  1. Assist contractors who do business with the Washington State Department of Transportation (WSDOT), in achieving a diverse workforce by promoting workforce development that is inclusive of minorities and females.
  2. Assist minorities and females who desire to work and/or have a career in the construction trades by providing them gateways and paths to employment in the construction trades.
  3. Ensure that WSDOT is operating the EEO Compliance Program in good faith by adhering to Federal and State laws and regulations, as well as departmental policies and procedures.

The EEO Compliance Unit is responsible for conducting Contract Compliance Reviews on let projects that have federal aid money associated to them. The review is an on-site needs analysis of the contractor’s workforce, and their workforce development program. If the contractor’s needs analysis indicates a shortage of minorities and/or females in specific construction trades the unit turns the information over to the OJT/Support Services Unit.

The unit is also responsible for conducting training workshops for WSDOT Regional staff, contractors, community based organizations and local agencies about program compliance criteria.

In addition, this unit administers the federally mandated training program which requires an analysis on every let contract with federal aid dollars, of the projects capability of supporting trainee positions.

The OJT Support Services Unit is responsible for assisting contractors in finding qualified minorities and females to meet identified workforce shortages and for identifying paths and gateways to entry-level apprenticeship and trainee programs for individuals desiring to go into the construction trades. The program also assist with job placement for minorities and females already qualified in one the construction trades listed below.

This unit conducts statewide workshops providing information about the OJT/Support Services program such as the types of assistance that can be applied for. Listed below are areas of assistance the program offers:

  • Tuition assistance
  • Financial assistance for child care
  • Financial assistance for safety clothes and equipment
  • Bus passes
  • Taxi fares
  • Minor Auto repairs
  • Drivers license reinstatement referrals
  • Drug/Alcohol referral assistance
  • Financial assistance for minor traffic citations
