Disadvantaged Business Enterprise (DBE) Survey Questionnaire
The Washington State Department of Transportation (WSDOT), Office of Equal Opportunity (OEO) is responsible for administering the Disadvantaged Business Enterprise (DBE) Support Services program. DBE Support Services is a federally funded program designed to help those DBEs wishing to bid on WSDOT highway projects. Support services are available only to DBEs who are certified in the highway construction industry. Some of the services offered under DBE support services include:
- Assistance in bidding successfully on WSDOT projects
- Technical assistance in the areas of estimating and bidding, record keeping, business management, and financial accounting
- Obtaining bonding and financial assistance
- Assistance in obtaining short term loans
- Enrollment in a business development program
- Enrollment in business related courses
- Access to highway plans and specifications
To administer the DBE Support Services program, OEO currently contracts with the Washington State Office of Minority and Women's Business Enterprises (OMWBE) to deliver the support services. In an effort to evaluate the effectiveness of the services provided, OEO has contracted with TRS Consultants, Inc. to conduct a comprehensive survey.
