With the increase of projects due to the American Recovery and Reinvestment Act, the Office of Minority and Women’s Business Enterprises (OMWBE) has received many telephone calls asking for clarification of what types of work to be performed by OMWBE-certified businesses will be counted toward Disadvantaged Business Enterprise (DBE) participation goals set forth in the bid specifications of any federally assisted highway funded projects of Washington State Department of Transportation or local jurisdictions.
