Disadvantaged Business Enterprise (DBE) Directory

The Office of Minority and Women’s Business Enterprises, as-Washington’s Unified Certifying Authority is providing “The Directory of Certified DBE firms” on its website in addition to its regular Directory of Certified Firms. The DBE Directory includes all firms certified as Disadvantaged Business Enterprises by OMWBE. Information concerning a firm’s DBE certification status, including its assigned NAICS codes are in the Directory along with other information provided by WSDOT.

The Directory of Certified DBE firms is a Microsoft Excel file containing four (4) worksheets:

  • Worksheet #1 - Instructions on how to use this Directory.
  • Worksheet #2 – Alphabetized list of firms by name correlated with description(s) of work the firm is certified to perform and NAICS Index Entries.
  • Worksheet #3 – Alphabetized list descriptions of work with drop down lists of firms certified to perform the work as described.
  • Worksheet #4 – Contains contact information for all of the DBEs.

Attention: Contractors performing on WSDOT and Highway & Local Programs projects:
This Directory of Certified DBE firms, also known as - DBE Directory is being provided as a tool to be utilized to determine DBE eligibility on WSDOT and Highways & Local Programs projects with Condition of Award (COA) DBE Goals. It may also be used to determine DBE eligibility towards race-neutral participation (i.e. projects with Federal-Aid and no COA DBE Goals).

Prime Contractors and Consultants are encouraged to utilize the DBE Directory to determine if a DBE is certified to perform a specific scope of work for purposes of qualifying as credit towards meeting the COA DBE Goal or as race-neutral participation on a federally funded WSDOT project. The DBE Directory interprets the North American Industry Classification (NAICS) Codes in “plain talk.” Within the DBE Directory, descriptions of work, (scope of work) (i.e. asphalt paving; landscaping; concrete pumping; etc.) are intended to assist contractors in correctly filling out the Disadvantaged Business Enterprise (DBE) Utilization Certification Form (DOT Form 272-056).

If a DBE is used for meeting a COA DBE Goal on a WSDOT and Highway & Local Programs project and they are not listed on the DBE Directory for that scope of work (i.e. Description of Work) they may not count towards COA DBE Goal and your bid may be considered non-responsive. On the DBE Certification Utilization Form, please list the Description of Work in the Description of Work Column (Column 3). The information on the DBE Directory is updated Monday through Thursday, therefore it is best to check the information on the spreadsheet often.
