Regulations, policy interpretations, and permitting issues can sometimes delay project delivery or increase costs for transportation projects. These issues may lead to related research questions that could help resolve some of the issues and reduce the time and costs involved in getting permits.

In Washington State, multiple permits, approvals, and consultations can affect WSDOT projects. These include:
