Hazardous Materials - Consultants

Environmental Services Office (ESO) has contracted with environmental consultants to provide a wide variety of hazardous material services. The Hazardous Materials program works closely with consultants on the Water Quality and Hazardous Material Services On-call Agreement to perform work needed by WSDOT.

All types of investigations and services are available from these consultants, from underground storage tank removals to complex remedial investigations.  ESO will recommend use of consultants when unable to meet required schedules, or the work requested is beyond ESO internal resources.

Regions may create and manage Task Order Documents (TOD) themselves, or may use the services of the ESO staff to manage the consultant's work.

Steps to initiate a contract:

  1. Contact Mike Stephens or Stacy Herrington to initiate contract.
     
  2. Create a clear task schedule and required deliverable.
     
  3. ESO assigns a TOD number
     
  4. The consultant is requested to prepare a scope of work and a cost estimate.  The consultant is authorized payment up to $1,500 for this work.
     
  5. ESO prepares a TOD and forwards the scope of work to the region for approval.  Signing the TOD authorizes the work and certifies the funds are available.
     
  6. The region or other office requesting the work is responsible for insuring a Work Order Authorization (WOA) is prepared.
     
  7. The assigned task manager is responsible for monitoring the consultant work effort,  approves deliverables, and authorizes payment of invoices.
     

Contracts access is limited by an expenditure limit and an expiration date.
