What is an Amendment?

An Amendment is a change or correction to the printed "Standard Specifications for Road, Bridge, and Municipal Construction" book. All Amendments are required to be included in ALL CONSTRUCTION PROJECTS.

What is a GSP?

A GSP (General Special Provision, Road or Bridge) is a pre-approved provision that can be used on any project (if applicable). The date located at the top of these specials indicate when it was last approved.


What is a BSP?

A BSP (Bridge Special Provision) is a project specific provision that pertains to Bridge & Structures that must be supplied by HQ Bridge & Structures for use. The date located at the top of these specials indicate when it was last modified. This type of provision has "BSP" at the top next to the date.

What is a RGSP?

A RGSP (Region Special Provision) is a pre-approved provision that can be used on any project (if applicable) for a designated region only. The date located at the top of these specials indicate when it was last approved. This type of provision has a region identifier at the top next to the date indicating what Region it has been approved for. The Region identifiers are as follows:
    ER:        Eastern Region 
    NCR:      North Central Region 
    NWR:     Northwest Region 
    OR:        Olympic Region 
    SCR:      South Central Region 
    SWR:     Southwest Region 
    WSF:     Washington State Ferries Division 

This term 'region' is used by the Department of Transportation to identify different areas of the State.


What is a Project Specific Special?

A Project Specific Special is a provision that is written specifically for a project because a GSP or RGSP can not be used. A Project Specific Special provision needs special approval before it can be included in a project.

What does *** mean when I see it in a provision?

The stars indicate that the information is special to the project. This could either be in a pre-approved GSP that has some information change from project to project i.e. address, phone number, name. This information would be planked by *** and it is called a fill-in. Or, a set of stars could indicate that the provision is a Project Specific Special provision.  All GSPs, BSPs, and RGSPs have a date at the top of the document. All Project Specific Specials must have a set of stars at the top indicating the information is special to the project and not pre-approved. This set of stars would look like this ***** and replace where the date would be if it was a pre-approved provision.

The GSPs are individual documents. How do I get them all merged together other than cut and paste?

A Microsoft Word program enhanced with Visual Basic is available to merge individual contract provisions together to form one document. This program is called "PS&E Word." To get a copy contact Theresa Schreier.

Why do the General Special Provision documents use custom file extensions instead of .doc(x)?

The program used to assemble these files into one contract uses the extensions to locate the file libraries.

GSPs use the extension .GR1-.GR9 or .FR1-.FR9. The 'F' indicates that the file has an area that needs 'filled in'. This area could require a date, address, name etc.

BSPs use the extension .GB1-GB9 or .FB1-.FB9.

RGSPs use the extension .DT1-.DT6 or .FT1-FT6. The number identifies what Region in the Department of Transportation the file was approved for use.

Project Specific Specials use the extension .doc(x).

What Software Program is needed to view the downloaded GSPs and Amendments?

How do I open the files if I don't use PS&E Word?


Download the files to your hard drive, right click on a file, select properties, beneath the General tab change the program that opens the file type to Microsoft Word.

Are the Amendments and GSPs on the web up-to-date?

Yes.
