The Administrative Contracts Office (ACO) oversees interlocal contracting for WSDOT’s Administrative and IT goods and services. RCW 39.34, the Interlocal Cooperation Act, provides the authority for Washington State agencies such as WSDOT to contract with other governmental entities. This law was revised in the 2006 legislative session, and now includes a requirement for either filing Interlocal agreements with county recording offices, or publishing a list of all such contracts.
To comply with this change in RCW 39.34.040, ACO has elected to publish a list of its Interlocal, Intergovernmental and Interagency Agreements. ACO maintains this page and publishes the list quarterly.

Indirect Cost Rate
RCW 39.34.130 states that: “… the full costs of a state agency incurred in providing services of furnishing materials to or for another agency under Chapter 39.34 (Interlocal cooperation act) or any other statute shall be charged to the agency contracting for such services or materials …” Full costs include direct costs (staff, materials, etc.) and indirect costs (overhead, such as administrative costs and facilities costs).
In order to recover indirect costs (overhead) applicable to reimbursable agreements, an indirect costs rate is calculated annually. The rate is effective from July 1 each year until June 30 the following year. The Financial Systems section of the Division of Accounting and Financial Services makes the annual rate calculation based on 2 CFR 225 (formerly OMB Circular A-87 Attachment E, State and Local Indirect Cost Rate Proposals). The current rate at the time of invoicing will be billed.
The specified standards followed are in 2 CFR Part 225, Cost Principals for State, Local, and Indian Tribal Governments. The CFR requires fair and equitable treatment in charging costs, the same indirect cost rate is used for billings to local and private entities, as well as our billings to the Federal highway Administration (FHWA) for emergency relief projects.
