During the 2005 Session, the Legislature passed
2SSB 6480, which requires WSDOT to implement an apprenticeship
utilization requirement in WSDOT construction contracts. This
bill phases in the apprenticeship provision, starting at 10%
of the total labor hours on projects estimated to cost $5
million or more in 2007, 12% on projects estimated at $3 million
or more in 2008, and finally 15% on projects estimated at
$2 million or more in 2009. This bill also called for the
Secretary of Transportation to create and convene an Apprenticeship
Utilization Advisory Committee to help guide the Department's
decision making process in the development, implementation
and administration of this program.

New Guidance on Trucking Hours |

WSDOT has developed new guidance on what trucking hours are included in total labor hours. The language in the law limits reported hours to those occurring within the physical work site. If a truck driver spends the majority of the shift (4 hours or more) on site those hours will be reported. If a driver spends less than 4 hours on site, these hours are not included in the reporting. If you are a WSDOT contractor and are submitting monthly Apprenticeship Journeymen Participation Forms (422-110) and have additional questions about what trucking hours to report, please contact the WSDOT Project Office you are working with for more information. |

Paperless Reporting System Available to All |

WSDOT has been busy working on an online system that contractors can use to collect and submit the monthly Statement of Apprentice/Journeyman Participation.
- Reduces data entry
- Collects data
- Organizes company data
- Automatic monthly reports
- Tracking progress and subcontractor effort
The new system can be used to collect data from subcontractors, if the contractor reporting desires. It is linked to L&I and Oregon's apprentice databases to automatically verify enrollment in an approved program. Additionally, the system will generate a number of reports that the contractor may find useful.

Apprenticeship Requirements Fully Phased-In |

As of July 1, 2009, apprenticeship requirements are fully
phased any. Any contract advertised for bid on or after this
date with an estimated cost of $2 million or more will contain
a 15% apprenticeship requirement. |
